Ok, you should never back-up everything on your PC, just your files, you just re-install you Operating System anytime the occasion calls for it (you do have your OS CD right?)
You restore your CD when your computer starts acting weird, or you know there's a virus/spyware on it.
Yes, you CAN delete the back-up files, but I wouldn't recommend it right after you restore your PC, I believe its safer to let the back-up be, until you know for sure the next time you back your PC up, it doesn't have a virus or something

Normal rule for backup is grandfather, father and son. That means that u keep back up at regular interval and delete the oldest retaining the three latest backups. U will be committing a blunder if u delete backup files now.
