Your safest approach to this is Go to "start"..click on " my computer"...Right Click on C: drive...select "properties....then select Disk Cleanup.
Is it safe to delete files in c\doc...\user\local settings\ temp?
Yes. These files used for faster downloading pages you've already visited.

Windows won't let you delete temp files that you are using from this directory, however your email application may use this folder to download attached files to so make sure that you definetly don't need these files before you delete them!
