Hi chuck... it depends on what you are doing...by safe i assume you mean "my computer will operate the same after I delete them"..... and the answer is NO.......why do you want to delete these files? you think you have a virus or spy ware?
All you have done is make a copy of files and the order in which they are currently on your pc . Based on what you have described you have not created a bootable drive but rather jsut a copy of the files. these files cannot be dragged and dropped into a new HD or OS and operate like installed software... what you NEED is the executables for all those programs stored somewhere so that you can reinstall them on a new system, or HD. ( i used a 5 G hocky puck from sea gate for ALL my hardware/software drivers and software/serial keys, pictures and legal documents)

After backing up ALL files on my external hard drive,,,is it safe to delete PROGRAM files from drive c?
If you want your PC to not boot, go for it.
Reply:No! You should leave program files on drive c. unless you are about to format your HD. Backing up doesn't mean you have the programs. You will have to reinstall all the programs if you delete them, and not from the backup.
