What's safe to delete in my "new" windows xp computer to speed it up?

I bought a Gateway with windows xp. Has 384mb with intel III processor off a kid going to college this fall and buying a laptop. I ran the virus checks, spybot and adaware. I know nothing about xp. The computer still does not run as fast as it should. There's a bazillion programs in here! Some I don't even know what they are. I already deleted AOL messaging and gained a bit of space. Alot of the programs are not in add/remove prorams, they're just in folders.

Can I safely delete from C:

tlcwin, Arcmedia (is ?, GWDocs(is ?, host-news.gateway.net( is? , PMG4, is?, Poohps, Patrol is?, GWCI?, brcd?

In the Programs folder is AOD, AWS(the weatherbug), Blaster. In common files is AnswerWorks 4.0, AOL, Symantec Shared(I don't have Norton installled). Other program folders are:

Copern32? CyberMedia, Cybermedia oil change, Disney imaging, disney imagineering(empty), EA Games, (and it's 109 MB) FPU, GWK, HPdeskjet (I have brother)MSNIA, theHelpSpot, QuickTime

In some cases some people like to overwrite the entire disk before reformatting and reinstalling windows to prevent any old files from being recovered and/or to eliminate any possibility (rare) of malware still being on the hard drive after formatting and reinstalling windows . Any of the following will accomplish this.

"You can find out the manufacturer of your HD and then attempt to download the formatting tool created by that manufacturer for their HD's.
